The Ministry of Education and Science of Ukraine continues to subscribe to the international scientometric databases Scopus and Web of Science for all national and municipal universities and research institutions of Ukraine. A number of institutions will also have access to new analytical tools. The relevant order of the Ministry of Education and Science was signed on May 29, 2020.
Currently, the MES has reached an agreement with the companies providing access to databases to subscribe to Web of Science for 1 year, and Scopus – for 9 months. In the future, these terms are planned to be extended in accordance with the indicators of activity in the use of databases and the availability of budgeting funds.
In addition to access to Scopus and Web of Science for all institutions, a number of institutions will also be subscribed to the InCites and SciVal analytical platforms.
Thus, on the recommendation of the Commission, access to SciVal will be given to
- the State Scientific and Technical Library of Ukraine, where it can be used by representatives of all institutions;
- 5 higher education institutions included in two leading international rankings – Times Higher Education and QS World University Rankings:
- Taras Shevchenko National University of Kyiv;
- National Technical University «Kharkiv Polytechnic Institute»;
- Lviv Polytechnic National University;
- Sumy State University;
- V. Karazin Kharkiv National University.
It is envisaged that these higher education institutions will provide an opportunity to use the platform for researchers from other universities and research institutions.
