Doctor of Economics Vadym Ovcharuk, one of the first graduates of the US Department of State programs «Administration in US Colleges», organized in partnership with the University of Florida and Santa Fe College, Chairman of the Directors Board of Khmelnytskyi Higher Education Institutions, Director of Khmelnytskyi Polytechnic College at Lviv Polytechnic National University, Member of the Board of the President’s Fund of Ukraine for Support of Education, Science and Sports, purposefully advocates for the idea of developing Ukrainian colleges following the example of US colleges.
At the Alumni Symposium of the Fulbright U.S. Student Program, held on September 9–10, 2021 in Mariupol, Vadym Ovcharuk compared the current system of professional pre-higher education in Ukraine and the system of pre-university training of public colleges in the United States. Using convincing examples, he proved the advantages, demand and competitiveness of pre-higher education in terms of quality legislation.
The Symposium brought together like-minded people who came together to defend the interests in the field and to introduce advanced educational methods and innovations. It was opened in the 1991 Mariupol Startup Development Center with the participation of representatives of the US State Department, the US Embassy in Ukraine, the Office of the President of Ukraine and the Ministry of Education and Science of Ukraine.
A non-governmental organization, the Alumni Union of The Administration in US Colleges, was established on the initiative of Vadym Ovcharuk, Chairman of the Directors Board of the Khmelnytsky Higher Education Institutions. The newly created organization sent an appeal to the Heads of factions of the Verkhovna Rada of Ukraine with a request to involve representatives of colleges in the discussion of the draft law «On Vocational (Technical) Education» in order to take into account the interests of the representatives of pre-higher education.
It should be noted that the idea of uniting efforts to defend professional pre-higher education Vadym Ovcharuk voiced at the Regional Meeting of Directors of Professional Higher Education, which took place on August 30, 2021 in Lviv Professional College of Food and Processing Industry at the National University of Food Technologies.
